Julieta Altamirano Crosby

Dr. Julieta Altamirano-Crosby is a distinguished public servant, community advocate, and equity-focused leader currently serving as Commissioner for Snohomish County Public Utility District (PUD). A former Lynnwood City Councilmember, Dr. Altamirano-Crosby has consistently championed access, inclusion, and opportunity for underserved communities across Snohomish County and beyond.

Originally from Guerrero, Mexico, she moved to Washington State in 2009 and quickly became a vital force in regional civic and nonprofit work. With over a decade of experience in community organizing and nonprofit leadership, she co-founded the WAGRO Foundation, a 501(c)(3) organization dedicated to supporting historically marginalized populations. During the COVID-19 pandemic, WAGRO collaborated with UW Harborview Medical Center and the Snohomish Health District to expand access to COVID-19 testing in high-need areas in Snohomish County. 

Dr. Altamirano-Crosby holds a Ph.D. in Social Communications, a Master’s in Educational Leadership from Seattle Pacific University, and a Certificate in Race, Equity, and Leadership from Harvard University. Her academic and professional background as a researcher informs her data-driven, community-centered approach to leadership and public policy.

She was appointed in 2018 by the Governor to serve as a Commissioner for the Washington State Commission on Hispanic Affairs and in 2019 to the Board of Trustees for Humanities Washington. Locally, she serves on the board of the Lynnwood Food Bank and is an active member of the League of Women Voters of Snohomish County.

Dr. Altamirano-Crosby’s service has been widely recognized. She is the recipient of the 2017 Snohomish County Human Rights Award, the 2019 Distinguished Alumni Award from Everett Community College, and the 2020 Medallion Award from Seattle Pacific University. She was also honored by SPIRIT 105.3 as an “Unsung Hero” for her tireless commitment to the community.

With a career defined by advocacy, collaboration, and action, Dr. Julieta Altamirano-Crosby continues to be a leading voice for equity and public service in Snohomish County.
